EPA Mandatory Reporting of Green House Gas Rule  

WASHINGTON – On January 1, 2010, the U.S. Environmental Protection Agency will, for the first time, require large emitters of heat-trapping emissions to begin collecting greenhouse gas (GHG) data under a new reporting system. This new program will cover approximately 85 percent of the nation’s GHG emissions and apply to roughly 10,000 facilities. 

When does the final rule go into effect?  - On September 22, 2009, the rule was signed by the Administrator and was published in the Federal Register on October 30, 2009.  The final rule goes into effect December 29, 2009. As discussed below, the rule requires reporters to begin monitoring on January 1, 2010.  The first reports will be due on March 31, 2011.   

Which greenhouse gases (GHGs) are covered under the rule? - The rule will require reporting of anthropogenic GHG emissions covered under the United Nations Framework Convention on Climate Change (UNFCCC); carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorochemicals (PFC), and sulfur hexafluoride (SF6), as well as other fluorinated gases (e.g., nitrogen trifluoride and hydrofluorinated ethers). These gases are often expressed in metric tons of carbon dioxide equivalent (mtCO2e).
